The following fees listed as Administrative Fees and Application Fees were established in a public board of directors meeting on July 20, 2026 with the approval of the District Administrative Fee Schedule.

Administrative Fees:

  1. Change of Ownership:
    • Exempt wells = $0
    • Non-exempt = $150
  2. Decrease in Permitted Authorization (minor permit amendment) = $100
  3. Recording Fees (County Clerk’s Office) = Actual Cost + 10%
  4. Publication Fees = $75 per applicable well spacing application
  5. Well Spacing Tool = $250 for each additional run of tool (1 run included with application)
  6. Returned Check Fee = $50
  7. Certified/Return Receipt Mailing for non-compliance or violations of District Rules = Cost or minimum of $10
  8. Meter Verification Re-Inspection = $250 each site visit
  9. Well Abandonment/Capping Re-Inspection = $500 a well
  10. Request for GPS Well Location and/or Verification of GPS Location = $100 per well
  11. Monthly Payment of Permitted Water Use Fees = surcharge of five (5) percent on the amount owed for the ensuing month
  12. Credit Card Fee = not to exceed five (5) percent of the transaction (where applicable)
  13. Late Fee = the greater of the following: $35.00 or fifteen (15) percent of the total amount due and owing
  14. Transfer of Authorization to Produce = $250
  15. Groundwater Availability Certification (GAC) Review Fee = $2,000 (Board Authorized: 5/16/22)

Application Fees:

  1. Exception to Minimum Tract Size Requirements
    1. Exception that does NOT require Notice and Hearing = $250.
    2. Exception that DOES require Notice and Hearing = $750.
  2. Exceptions to Well Spacing Requirements:
    1. Exception that does NOT require Notice and Hearing = $250.
    2. Exception that DOES require Notice and Hearing = $750.
  3. Well Registration Fee = $500 per “new” well
    1. Application to Amend Well Registration = $50
    2. Application to Extend Well Registration Completion requiring Board approval = $500
  4. Replacement Well Application Fee:

    • Authorization does NOT require Notice and Hearing = $250.
    • Authorization DOES require Notice and Hearing = $750.
  5. Operating Permit Application Fee:
    • Application for a new well, substantial alteration of an existing well, or annual groundwater production of less than 50,000,000 gallons = $1,000
    • Any application requesting annual groundwater production of 50,000,000 gallons or greater = $2,000
  6. Amend Operating Permit requiring Notice and Hearing Application Fee:
    • Application for a new well, substantial alteration of an existing well, or annual groundwater production of less than 50,000,000 gallons = $1,000
    • Any application requestion annual groundwater production of 50,000,000 gallons or greater = $2,000
  7. Application for Test Well = $250
  8. Application for Compliance Order = $2,000
  9. Application for Agreed Order = $1,000
  10. Permit Renewal Application Fee:
    • No Changes/GM Approval only required = $500 application fee
      • $150/per well
    • Amendment w/changes requiring Bd Approval =$1,000 application fee
      • $150/per well
  11. Application to Increase Groundwater Production under Emergency Conditions as defined in Rule 5.10 (e-f) = $1,000
  12. Application for Semiannual Reporting as defined in Rule 3.16 Fee:
    • Initial Application Fee = $500
    • Renewal fee due at the time of permit renewal for any permittee wishing to continue semiannual reporting under Rule 3.16 = $250

Water Use Fee Rates:

  • Non-exempt wells:
    • 2026: $0.24 per 1,000 gallons
    • 2027: $0.25 per 1,000 gallons
  • Agricultural Use
    • $1 per acre-foot

Wells exempt under Rule 2.1 shall be exempt from payment of Water Use Fees. However, if exempt well status is withdrawn, the District may assess fees and penalties in accordance with the District Rules.

Groundwater Transport Fee

The District shall impose a 50 percent export surcharge in addition to the District’s Water Use Fee for in-District use for transportation of groundwater produced in the District that is transported for use outside of the District, except as provided by Rule 6.1(b). The procedures, requirements, and penalties related to payment of the Water Use Fee shall also apply to payment of the Groundwater Transport Fee.
